The Grey Havens in the War of the Ring

The Gray Havens were not attacked during the War of the Ring - in fact, beyond whatever havoc the nazgul caused while searching for Frodo, Eriador in general (the land west of the Misty Mountains) was unaffected by the War of the Ring. Sauron concentrated his efforts on Gondor, Rohan, and his attack on Lorien, Mirkwood, and Dale.

I’ve written a couple posts on what the elves did and didn’t do to help during the War of the Ring (which can be found here and here), but as for the specific elves of the Grey Havens, I think it’s simply that there are so few elves there that they couldn’t have made a difference. The Grey Havens in the Third Age exist pretty much solely as a port of departure for elves on their way to Valinor. Cirdan and his people live there and build boats for other elves to sail away on, until finally it’s time for Cirdan to leave himself. So they’re working on something of a skeleton crew - no elves to spare for Elrond’s latest project.

And there’s a chance they didn’t even know the Shire was in trouble. I think it’s very likely that when they realized stuff was starting to happen with Sauron again (probably after news of the Council of Elrond reached them), they stopped travelling. Groups of elves like Gildor’s people might have chosen to stay in whichever safe haven they happened to be in, and decided to wait the war out there. At least, that’s what I would’ve done.
